SUMMARY:Gowanus Canal CAG Water Quality & Technical Committee Meeting
DESCRIPTION:The Gowanus Canal Community Advisory Group’s Water Quality/Technical Committee will hold its October monthly meeting on Monday\, October 5th\, 2026 from 7:00 p.m. to 8:00 p.m.\, via Zoom video conference. \nYou can join the Zoom meeting here: https://us06web.zoom.us/j/9808972869?omn=88094846131 \nMeeting ID: 980 897 2869 \n1. Open Issues \na. Seal Gas line at Huntington and other NAPL leaks \nb. TB 1 Request presentation of completed design and Reso regarding naming – Marylander Basin\, Denton’s Mill. \nc. Ingress/Egress \nd. Mounding: We will follow up on the mounding studies – Has EPA done a new one? If so\, present on it again. Issue is forward-looking – climate change. \n2. Housekeeping \na. PowerHouse walkway at TB1. No update \nb. DO Levels: Any acknowledgement from Fagel\, Waldron or Smith to our resolution re: DO levels\, Erica?  NOT YET – 8/3/2026 Erica followed up. \nc. OMP: What is EPA’s demand for responsible parties to maintain an operation and maintenance plan (OMP) for the Gowanus Canal Clean-up strategy? Who will ensure that the OMP is done going forward? Will EPA continue to check that the water quality remains good and that the cap is intact? Does EPA have an OMP Plan? Where is it?  Will follow with Katia at next meeting.  Katia was not present.  We will follow up. \nd. Hydrology – Aaron responded (see below) that DEC hopes to have the survey complete by 1st Q 2027. Current hydraulic conditions\, including groundwater elevations and flow direction. DEC study.  We know they are not including toxins in the study.   \nSuggestion – overlay the map.  – Now that Jason has created a tool\, can DEC use it once its survey is done?  Can we use it?  If DEC does not want to use our tool\, can we layer their survey results into our map?  Jason shared with Aaron. \n3. Review emails and responses so far and decide whether to send follow up questions on some \na. Real-time canal monitoring/public reporting – waiting on Court of Appeals. No action. Summary of decision below. Mike Dulong presented at General CAG 9/22/2026. \nb. Bond-Lorraine Sewer – DEP Alicia West – Appears DEP will run the sewage from Smith to the canal northwards to the Pumping Station\, while they run the storm water from that area south where it will be dumped into the canal at Public Place. Design planned to go to DDC by year’s end. 9/16 Joan sent questions to DEP – no response yet. Andrea said at the General CAG meeting that north-flowing CSO pipe will be (obviously) underground and will flow down\, not uphill\, and will not empty into the flushing tunnel. Awaiting DEP confirmation. \nc. CSO’s – DEP Alicia West\, EPA Victoria Sacks – We got an answer from DEP regarding its LTCP. See below for full answer but importantly there is no LTCP for the CSO tank results and re-dredging would only happen if EPA orders it.  At that point\, DEP and other PRPs would be required to dredge.  There is no amount of sediment that would trigger a re-dredging\, but there are other triggers.  Under EPA’s ROD\, there are several recontamination limits based on environmental sediment quality that would be the trigger for maintenance dredging.  The most notable trigger is sediment exceeding 20 ppm of PAHs.  March 30\, 2026\, EPA notified the City of the completion of capping in RTA1. Under the terms of the 2021 UAO\, the City will have one year from the date of that letter to begin in-canal sediment sampling.  The text of the letter is below.  We are awaiting a schedule from the City. \nd. NAPL leaks and remediation at the head of the Canal – Joan followed up to obtain Victoria’s answers to our questions (below) that Tom Mongelli read out at the CAG meeting 7/27 (see below). It seems a lot of what is going on is based on suspicion of what is going on but is also exploratory if EPA has it wrong.  Work is in progress.  Victoria’s full response is below but at the 9/22 CAG meeting she indicated there is bulging at the bulkhead so they are re-evaluating the plan. \n4:  Future or today? \na. Has DEP started to measure how much of first flush the new buildings are capturing?  We did not cover this yet. \nb. Did the scientific projections in the LTCP account for the results of climate change?  We eventually will ask questions about this. \nAll Gowanus CAG meetings are open to the public\, unless specifically noted otherwise.

SUMMARY:Gowanus Canal CAG Archaeology & Historic Preservation Committee Meeting
DESCRIPTION:The Gowanus Canal Community Advisory Group’s Archaeology and Historic Preservation Committee will hold its regular monthly meeting on Monday\, October 5th\, 2026 from 6:00 p.m. to 7:00 p.m.\, via Zoom video conference. \nYou can join the Zoom meeting here: https://us06web.zoom.us/j/9808972869?omn=82995818449 \nMeeting ID: 980 897 2869 \n1. Follow up with Celeste and Jason re: how to publish StoryMap on CAG Website. Aaron said GRT approved this. \n2. There are other materials including images of the dredged items that could also be shared. We already know these materials can be shared as we shared them at the show last April 2025.  How do we want to share these?  Website\, posters?  Work with outreach and GRT – we need frames.  Em has a bunch.  Need to look at size of photos we already have. \n3. Joan reported that Clinton and Union St library scheduled to open in the fall. What would an email to the library say?  Library should be very interested in the StoryMap.  Follow up with GRT – Aaron will let us know if the StoryMap can be shared with BPL. \n4. Can the Story Map also be in book form? Ask Aaron K if he found out.  Follow with Aaron as to whether GRT still has the original draft Story Map that was much more geared to kids.  It would be nice to have both. \n5. Joan shared her PowerPoint of the graffiti materials. Eventually we want a show at Dredgers with real items dredged and the graffiti materials but would be great if we could show the Story Map\, too.  Aaron will follow up.  If we cannot move all of Quadrozzi’s items to the location we could use the photos we have of them already.  Michael emailed John.  What if we have to move large pieces for a show?  Can GRT pay for a U-Haul? \n6. How can this committee raise money or can it come from GRT? See Brian Carr’s email below. \n7.Jason suggested posters with QR codes to and flyers – can the Trust help? Aaron to check.  If we get the flyers it would be nice to frame and have hung in new spaces.  Working with Outreach and Facilitation on this – what would it cost? \n8. Make sites along the Gowanus into commemorative sites. He suggests the 1st St Turning Basin could be named Marylander Park because the Maryland contingent defended the Revolution from Old Stone House to that site.  There is currently a letter of support from Kim at the Old Stone House.  It would be tied to the Path of Freedom concept from Old Stone House.  Also\, the education building we think is planned there could recall Denton’s Mill which used to sit at the 1st Street TB. \nAll Gowanus CAG meetings are open to the public\, unless specifically noted otherwise.

SUMMARY:Gowanus Canal CAG Water Quality & Technical Committee Meeting
DESCRIPTION:The Gowanus Canal Community Advisory Group’s Water Quality/Technical Committee will hold its September monthly meeting a week earlier than usual\, on Monday\, August 31st\, 2026 from 7:00 p.m. to 8:00 p.m.\, via Zoom video conference\, as the usual first Monday of the month coincides with Labor Day. \nYou can join the Zoom meeting here: https://us06web.zoom.us/j/9808972869?omn=82453120001 \nMeeting ID: 980 897 2869 \nAgenda \n1) Review emails and responses so far and decide whether to send follow up questions on some: \na. Real-time canal monitoring/public reporting DEP – Alicia West this may deserve a resolution and a presentation – We will have a presentation from Riverkeeper at the General CAG meeting in September when they have more info from DEP as to what they are planning to do. Joan followed up with Alicia 7/29. The City has asked for leave to appeal to the Court of Appeals so the standard response was received that the agency cannot comment on pending litigation. \nb. Bond-Lorraine Sewer – DEP Alicia West – See the relevant section of her July 31 response below. Basically – The DEP’s plan is to re-sewer all of Carroll Gardens/Gowanus\, from Court Street to the Canal\, and from Douglass St to 4th St at Public Place. It will eliminate the old brick Bond-Loraine sewer\, including the section under Public Place\, and that work will be DEP work\, not developer work. Appears DEP will run the sewage from Smith to the canal northwards to the Pumping Station\, while they run the storm water from that area south where it will be dumped into the canal at Public Place. Design planned to go to DDC by year’s end. IDK what other PRP’s we are talking about. EPA’s Tom Mongelli responded. Mark Yarish prepared some questions that Joan sent to Tom Mongelli on 8/9/2026. Questions about whether the LTCP will be updated to address the change in water quality status should be directed to NYSDEC. Though there is no particular amount of sediment that would trigger a re-dredging\, there are a few other triggers. Under EPA’s ROD\, there are several recontamination limits based on environmental sediment quality that would be the trigger for maintenance dredging. The most notable trigger is sediment exceeding 20 ppm of PAHs. EPA is requiring the City to perform sampling to monitor sediment quality. In a letter dated March 30\, 2026\, EPA notified the City of the completion of capping in RTA1. Under the terms of the 2021 UAO\, the City will have one year from the date of that letter to begin in-canal sediment sampling. Victoria’s full response is below. \n2) Housekeeping: \na. PowerHouse walkway at TB1. No update. \nb. Mounding: We will follow on the mounding studies once EPA presents on them again. Issue is forward looking – climate change. No update yet. \nc. DO Levels: Any acknowledgement from Fagel\, Waldron or Smith to our resolution re: DO levels\, Erica? NOT YET – 8/3/2026 Erica followed up. \nd. \ne. SUMMARY:Gowanus Canal CAG Outreach Committee Meeting
DESCRIPTION:The Gowanus Canal Community Advisory Group’s Outreach Committee will hold its regular monthly meeting on Monday\, June 8\, from 6:30 p.m. to 7:30 p.m.\, via Google Meet. \nProposed Agenda \n1. CAG Resolution: Some of you are aware that a resolution has been discussed within the Land Use Committee\, and we expect this to go to a full CAG vote at the June General Meeting in a few weeks. The last part of it is a commitment that the CAG makes\, which I’ve pasted below. The second point would fall upon the Outreach Committee. Take a read: \nWhat the CAG Commits To \nBy putting forth this framework and seeking the agreement of the EPA\, DEC and DEP\, the CAG commits to supporting the dissemination of this information to the broader community\, through the following: \n1. Host monthly CAG meetings that act as a central forum for the agencies to share information with the community on a regular basis about remediation plans and progress: \na. Work to streamline and coordinate CAG agendas and discussion so that agencies can provide timely updates. \n2. Play a productive role in the broader community to address issues\, concerns\, questions or complaints about the remediation impacts\, including: \na. Host annual Town Hall meetings where agencies provide high level overview and progress of all remediation activities\, so that all neighbors are able to learn about the ongoing work; \nb. Manage an active website and social media presence that amplify agency updates; \nc. Manage a live list of active remediation projects\, that compiles the above information provided by agencies; and \nd. Develop and implement an outreach plan to reach community members throughout the neighborhood that may not be represented on the CAG. \nThe question for the Outreach Committee is if we think we can live up to this commitment. Or\, put slightly differently\, what would the Outreach Committee require in order to live up to the commitment. The full draft of the Resolution\, if you haven’t read it\, can be found here: https://docs.google.com/document/d/13SghFbGgmVFijida0xXJmBEX-frvsHS_/edit?usp=sharing&ouid=103518517351574420515&rtpof=true&sd=true \nTime permitting\, either/both of the following: \n2. Outreach Priorities: Last month we brainstormed a list of priorities for the Outreach Committee\, which so far reads as: \n• One Town Hall\, with the leading candidate being on Soil Vapor Intrusion to increase awareness and participation in the next survey by DEC. A second possible Town Hall is on the remediation of Thomas Greene Park. At this last CAG General Meeting\, Mark Granger/EPA indicated the timing might be appropriate for early 2027\, once the remediation remedy is clearer.  \n• Creating info sheets for future outreach (brainstormed list in 5/11 minutes below) \n• Website migration \n3. Communications & External Communications Plan: On our list of priorities\, but I’m separating it out here\, is to draft a Communications & External Communications Plan (as called for by the CAG Charter). Let’s say we’re in the brainstorm phase rather than in the editing-what’s-realistic phase. So far the plan covers Town Halls/public meetings on timely issues\, and info sheets on timely topics. George has suggested generating info that can feed local press. What else might the plan cover? \nJoin via Google Meet\nVideo call link: https://meet.google.com/suj-rmby-zps\nOr dial: ‪(US) +1 929-276-0831‬ PIN: ‪608 998 767‬#\nMore phone numbers: https://tel.meet/suj-rmby-zps?pin=1308142126492

SUMMARY:Gowanus Canal CAG Water Quality & Technical Committee Meeting
DESCRIPTION:The Gowanus Canal Community Advisory Group’s Water Quality/Technical Committee will hold its regular monthly meeting on Monday\, April 6th\, 2026 from 7:00 p.m. to 8:00 p.m.\, via Zoom video conference. \nYou can join the Zoom meeting here: https://rutgers.zoom.us/j/9639904695?pwd=GcUgWW7PEjxxkB0gjQYCWYesko5rEz.1 \nMeeting ID: 963 990 4695\nPasscode: 479355 \nAgenda \nSewershed \nHaving gone over our last two agendas\, it seems that we need to draft an inquiry to DEP and an invite to get answers to many of the questions we have.  Things we should seek: \n\na presentation on the LTCP that was created in 2015. Has there been an update?  Does it take into consideration the LIRR development area?\nSewershed in Gowanus. Issues related to the Atlantic Yards Project and the BMT project.  Can our infrastructure take all that?  \n\nAddressing Sewer Backups – Bond-Lorraine Sewer at Public Place.  DEP should report to us on the status of that project since development is likely to damage it further.  When will the City turn to Gowanus?  Drisana C. Hughes is the Brooklyn Borough Commissioner for the New York City Department of Environmental Protection (DEP)\, appointed in January 2025. She serves as the chief liaison for community members\, stakeholders\, and elected officials in Brooklyn\, focusing on infrastructure projects\, flooding issues\, and community concerns. \n\nCSO tanks and Weir outfalls.\nWhat steps were required by DEP (DOB?) so that development projects prevent or offset additional sewer loadings? engineering controls to ensure that hazardous substances and solids are not discharged to the canal? WHAT ENTITY IS POLICING THIS?  HOW?  NOW?\nNow that some buildings are occupied\, is the City currently monitoring effluent? Where are these reports and what do they show?\nCan the Red Hook and Owl’s Head Wastewater Control Plants handle the additional loads both in dry and wet weather events?\nWhat will the City do if the tanks are not enough to maintain the current SC status of the Canal?\n\nHousekeeping \n\nLegal outfalls – which are street ends\, which are buildings\, which are the CSO tanks\, what are the WEIRS?\nPowerHouse walkway at TB1.\nWe will follow on the mounding studies once EPA presents on them again. Issue is forward looking – climate change.\n\nFollow-ups on Action Items \n\nAny acknowledgement from Fagel\, Waldron or Smith to our resolution re: DO levels?\nWhat is the objective for the level of clean water once the canal is cleaned?\n\nImplementation of the remedy will improve the surface water quality of the Canal by controlling and substantially eliminating sheens and preventing contact of the surface water with the contaminated sediment.  \nWhat about CSO’s?  Followed with Corinne. \nNOTE:  We may have wanted to direct this to EPA initially and probably still should but we should send to DEC and definitely DEP as well since Lisa Garcia\, the former head of EPA’s Region 2\, is now the Commissioner at DEP (will she recuse from all things Gowanus?).  We know the current objective per DEC is SC but the question remains – what about the CSO’s?  We know that even with the tanks\, there will still be CSO’s in the water.  What will happen to those?  Will the City have to re-dredge?   \nWon’t City re-dredging potentially damage the cap? General CAG Q.  MARK’s Q.  DEC\, DOH\, DOHMH\, DEP \nCan there be kits for residents/businesses to check basement flood waters for contamination?  Can there be monitors along the Canal such as were utilized in France along the Seine for the Olympics?  Followed with Mark Yarish whether he had an opportunity to draft an inquiry on these two related questions. \nPost-Remedy Issues \n* What is EPA’s demand for responsible parties to maintain an operation and maintenance plan (OMP) for the Gowanus Canal Clean-up strategy? Who will ensure that the OMP is done going forward? Will EPA continue to check that the water quality remains good and that the cap is intact? Does EPA have an OMP Plan? Where is it?  Katia followed on these two questions – any answer? \nHydrology \nCurrent hydraulic conditions\, including groundwater elevations and flow direction. This study by DEC was scheduled for completion in late 2024. Per Aaron DEC is working on it.  Joan\, Steve\, Emily \nTurning Basins \n\nHow much water are we losing?\n\n0.81 acres in RTA2 [that’s almost a whole city block!] and 0.12 acres in RTA1. The area that will be recovered in turning basin 1 and under the 3rd Ave bridge is about 0.51 acres. \nDue to the dredging of soft sediment in the canal\, we will be increasing the water depth along the length of the canal\, thus INCREASING the holding capacity of the canal. The volume increase in RTA1 and RTA2 excluding the area under the 3rd Ave bridge is estimated to be about 118\,000 CY or the capacity of 36 Olympic size swimming pools. \n\nHow will what we lose here be returned to us at Turning Basins 1 & 11 (near Lowe’s in RTA 3)? Does not look that way.\n\nIn coordination with EPA\, the Trust is currently designing a wetland in the former First Street turning basin to provide ecological value and recreational benefits to the community and to offset water area lost by bulkhead encroachment throughout the project area. Additional encroachment mitigation will occur beneath the Third Avenue bridge and slightly into the Fifth Street Turning Basin\, pursuant to plans which are still being developed.  At Turning Basin 11\, encroachment from the bulkhead construction is anticipated due to structural limitations from the former Pathmark building. \nFollow up question: \n*It should be noted that the First and Fourth Street Basin were illegally landfilled with EPA / NYSDEC failing in their protective duties…  so technically up to 3.5 acres of habitat restoration would need\, legally\, to be compensated for. \nEPA is still reviewing this and we will bring it to the CAG when we have a further response. We have no further response at this point. – ERICA – craft a question to follow up.  ERICA wrote – “As water was not fully restored in Turning Basin 1 with the sloped design\, we would like to confirm that future designs for the other turning basins and other areas of the Canal will prioritize no further loss of width of the Canal and turning basins?” \nAll Gowanus CAG meetings are open to the public\, unless specifically noted otherwise.

SUMMARY:Gowanus Canal CAG Archaeology & Historic Preservation Committee Meeting
DESCRIPTION:The Gowanus Canal Community Advisory Group’s Archaeology and Historic Preservation Committee will hold its regular monthly meeting on Monday\, April 6th\, 2026 from 6:00 p.m. to 7:00 p.m.\, via Zoom video conference. \nYou can join the Zoom meeting here: https://us04web.zoom.us/j/73340569454?pwd=xBrXTF5UzTDl4U0aOJVHlSwyZQRHu6.1 \nMeeting ID: 733 4056 9454\nPasscode: fsKje5 \nAgenda \n1. Check status of the Storyboard with GRT. Chronical Heritage is working on setting up an account with a platform for activity.  No certain date yet.  Arts GIS is a multi-media platform that allows photos\, video\, text and audio and the Story Map is the Hx of the Gowanus Canal.  Expedite\, please. \nGetting our stuff out there \n2. Share materials with committee to send first tranche to Johnny & Emily (Arts Gowanus) for the Walkabout Tour. \n3. Set up email of photos we would like to post to Johnny & Emily. \n4. How the WalkAbout works – There will be a QR code there that folks can use that takes one to a website with a map the viewer uses to find their current location and see what was there before the re-zone. Will invite Johnny & Emily to an upcoming meeting. \nhttps://gowanusimprovementdistrict.org/get-involved is where the Walkabout link lives.  The actual Walkabout link is here: \nhttps://storymaps.arcgis.com/stories/c878d7e5ed124f27942a436244695ebb \nJason created an excel document that compares what materials already exist in various walking tours.  See it attached to the email with this Agenda.  It gives us a good starting point to decide on materials. \n5. Now that Spring is coming\, set time to meet with Andrea at GCC and Celeste at Dredgers to do possible displays. Work with Outreach to make these into events.   jqjr@quadrozzi.com – dug up Quadrozzi’s contact info so we can plan a field trip once the snow is gone. \n6. New semester so outreach to Brooklyn College Museum Studies Program and to Pratt’s archeology team is timely now to see if there are any opportunities there. https://www.brooklyn.edu/bc-news/curating-excellence/.  If we are going to set up exhibits they may be able to help.  bbingham@pratt.edu\, \n7. Keep an eye on the Union St Library on Clinton Street to see when it opens (not yet). Take a walk up to the substitute library – who would be in charge of anything displayed there? \n8. At some point we should all\, as committees invite the new Region 2 Administrator\, Ted Weiss\, to a General CAG meeting. \nThese items from last year’s February meeting are out there to keep in mind but were not discussed. \n9. Explore grants – (can this work with Sasha’s work?) \n10. Explore funding possibilities (Can our City Council member fund a space like the Coignet Building?) \n11. Keep thinking about spaces for exhibits (temporary or permanent) – Brooklyn Public Library? \n12. Approach Dept of Cultural Affairs and/or Dept of Arts \n13. We have good intellectual control because we have all the history of the objects that have been retrieved. \n14. Work on Provenance\, ownership. \n15. Safe storage (fundraiser?). Some storage conditions currently are good\, others need work. \n16. We need to have a way to ensure physical security of the objects both on exhibit and when not on exhibit (this combines storage issues with fundraising). \n17. Digital is easy and there is a market for that. Mary wishes there were more history of the Canal out there but we do have Joseph who is THE historian for Gowanus’ long and important history. \nAll Gowanus CAG meetings are open to the public\, unless specifically noted otherwise.
