Proposed Resolutions and Actions

The Water Quality/Technical Committee passed the following resolutions to be presented at the April CAG general meeting.

April 2016 #1:

To the EPA:

The CAG calls upon the EPA to develop a design solution at the head of the canal which guarantees there is no loss of the vital resource of marine habitat in this area, as a result of the imposition or construction of the “engineered shoreline,” or bulkhead.

April 2016 #2

To the EPA:

The CAG urges the EPA to develop a design solution that includes surface treatment of canal edge surfaces that are supportive of marine life.

The Outreach Committee would like to present the following four items for approval:

  • Reactivation and adoption for use of the CAG Google Group
  • Implementation and use of the @GowanusCAG Twitter account for disseminating website content
  • Inclusion on the CAG home page of a link to the EPA’s Gowanus Canal Facebook Group (with disclaimer)
  • Inclusion on the CAG home page of a link to the CAG’s YouTube page (with disclaimer)

The Facilitation Committee would like to adopt procedures for the completion of resolutions to include the following steps (not a change to the Charter, just a procedure to ensure consistency and accuracy):

  1. Committee drafts resolution, sends to facilitator for distribution seven days in advance of meeting
  2. Refine and vote by full CAG in accordance with the Charter; the CAG must provide direction on exactly who should receive the resolution, and whether a press release is warranted
  3. Committee finalizes the resolution, and subjects it to careful proofing for grammar, typos and consistency with what was approved, and puts it in final format on CAG letterhead (Outreach Committee to define consistent format)
  4. The CAG adopts a number system to identify resolutions by date and subject
  5. Committee formally sends the recommendation to intended recipients by email and copies all other interested parties (and CAG facilitator so that the final resolution can be distributed to the full CAG, the broader CAG mailing list, and posted on the web site)
  6. A press release process is issued if warranted (Outreach Committee will need to define this process in upcoming communications plan)
